Job Description

CORE MANDATE

To design, establish, and secure regulatory approval for the entire academic framework of the Proposed City University Abuja, ensuring the University launches as a fully compliant, quality-driven, and globally competitive postgraduate institution.

KEY DELIVERABLES & RESPONSIBILITIES

Phase 1: Academic Architecture & Design

  • Lead the development of the inaugural Academic Master Plan and Strategic Academic Vision for the Proposed City University Abuja
  • Lead the design of the complete postgraduate programme portfolio (PGD, Master’s, and PhD) across the University’s proposed Schools
  • Lead the establishment of all academic governance structures, policies, regulations, and quality assurance systems
  • Lead and coordinate the NUC accreditation and licensing process, from documentation through final approval
  • Lead the design of institutional research frameworks, postgraduate supervision models, and scholarly output systems

Phase 2: Transition to Academic Operations

  • Contribute to the recruitment and onboarding of founding academic leadership and faculty for the Proposed City University Abuja
  • Establish industry, professional, and international partnership frameworks
  • Develop the University’s academic calendar, examination systems, and student academic support structures
  • Create monitoring, evaluation, and performance tracking systems for academic quality and outcomes

IDEAL CANDIDATE PROFILE

Non-Negotiable Requirements

  • Earned Ph.D. from a recognized university
  • Minimum of 15 years’ experience in higher education administration
  • Direct, hands-on experience with NUC accreditation processes for new programmes or institutions
  • Proven track record in postgraduate programme development and management
  • Demonstrated experience establishing new academic units, departments, or faculties

Critical Experience We Value

  • Prior membership of a founding or pioneer team for a new university or major academic faculty
  • Successful leadership of NUC approval processes for a new institution or academic programmes
  • Deep understanding of postgraduate education dynamics in Nigeria and internationally
  • Strong regulatory liaison experience with NUC and relevant professional bodies

Personal Competencies

  • Comfortable operating in startup academic environments and building from first principles
  • Visionary academic leadership combined with strong regulatory discipline
  • Ability to navigate complex stakeholder ecosystems effectively
  • Capacity to maintain momentum through prolonged establishment and approval phases
  • Commands professional respect among academic peers, regulators, and policymakers

CONTRACT & REMUNERATION

  • Fixed-term contract (4 years, renewable), subject to performance
  • Competitive executive remuneration package, including housing.
